I don't remember whether I had mine saved in Cydia,
how can we tell whether or not we have ECID and SHSH saved?

I typed ping gs.apple.com and get

    64 bytes from icmp_seq=261 ttl=50 time=35.346 ms
    64 bytes from icmp_seq=262 ttl=50 time=32.500 ms
    64 bytes from icmp_seq=263 ttl=50 time=37.022 ms
    64 bytes from icmp_seq=264 ttl=50 time=42.803 ms
    64 bytes from icmp_seq=265 ttl=50 time=34.201 ms
    64 bytes from icmp_seq=266 ttl=50 time=91.282 ms
    64 bytes from icmp_seq=267 ttl=50 time=35.755 ms
    64 bytes from icmp_seq=268 ttl=50 time=34.722 ms
    64 bytes from icmp_seq=269 ttl=50 time=34.051 ms
    64 bytes from icmp_seq=270 ttl=50 time=35.407 ms
    64 bytes from icmp_seq=271 ttl=50 time=35.826 ms
    64 bytes from icmp_seq=272 ttl=50 time=37.722 ms
    64 bytes from icmp_seq=273 ttl=50 time=35.882 ms
    64 bytes from icmp_seq=274 ttl=50 time=32.341 ms
    64 bytes from icmp_seq=275 ttl=50 time=37.760 ms
    64 bytes from icmp_seq=276 ttl=50 time=33.121 ms
    64 bytes from icmp_seq=277 ttl=50 time=35.096 ms
Does that mean I set correctly the server information?

    Thank you very much.

If you want to test if your SHSHs are stored on Cydia's server, you can try getting them using the Firmware Umbrella tool.

Like the post abobe says, if you want to know if you have shsh in your phone, you can try using umbrella to see if its in the saurik's server.

To get your ECID SHSH, follow the first two steps in this thread: [Howto] Setup a local 3GS restore verification server (ECID SHSH)
