In this case would the only solution be a full restore?

You're using it with the official carrier? When you downgraded, did you let iTunes activate the phone before jailbreaking?

Taking a stab in the dark, but did you downgrade, get stuck on the recovery screen and then boot with blackra1n?

If so, then the problem is that blackra1n hactivated your phone. A hactivated phone needs to be unlocked and as you've been to 3.1.3, you can't do that.

What you need to do is restore again to 3.1.2, this time, when you get stuck at the recovery screen, boot the phone with quickpwn 2.2 - then just let iTunes do its thing, and jailbreak with your preferred tool once you've gotten service.
