• No iPads in Taiwan Until iOS 4.2: Report

The iPad is not yet available in Taiwan, and nobody at Apple has given any indication of when it will be, despite having received official approval from the government agency that regulates communications on the island. According to an employee at one Apple retailer, the iPad is being held back until iOS can support the traditional Chinese characters used in Taiwan.

Chin-hsien Lo, deputy director of the technologies administration department at the Taiwan National Communications Commission, announced that both the WiFi only and WiFi+3G iPads received all the necessary certifications. "The NCC has completed the required inspections and the products can now be sold in Taiwan," Lo told The China Post. The Post contacted people at Apple's Taipei office but they said that they had no idea of the schedule, and the public relations firm that Apple uses in Taiwan would say only that "official response has to come from a person outside Taiwan and will not be available at short notice."

An anonymous employee at the Apple licensed service provider Youth (優仕) told the Post that she expects iPad sales to begin in November when iOS 4.2 is released. The upgraded firmware will allow Taiwanese users to input text in traditional Chinese. The current version only allows input in the simplified Chinese characters which are used in mainland China and Singapore, but which most Taiwanese cannot read. Simplified characters, which use fewer strokes and have less complex shapes, were introduced by the Communist Chinese government in the 50s and 60s to encourage literacy.

Taiwanese law allows citizens to buy iPads overseas and bring them back to the country for their own use, but not for reselling. Nevertheless, the long wait for the iPad has led some Taiwanese to get creative: some online vendors have reportedly advertised iPad cases for $20,000 Taiwan dollars ($652 US)... which were actually iPads brought in Japan or Hong Kong.
