Is it because of the bootloader? I thought there was a tool underneath Baseband Downgrade in Installer that was called Bootloader Downgrade or something like that

I don't know why people are telling you that you can't jailbreak it. You absolutely CAN if you are using AT&T. I personally have jailbreaked an otb 1.1.3.

so you can go into iTunes and do a Shift+ Restore to 1.1.1 and jailbreak your way back up to 1.1.3 with an Out The Box 1.1.3 phone? Is the bootloader updated to a brand new kind we've never dealt with on the 16 GB phones or something? There's got to be a reason that people can't agree on this issue. If you can jailbreak these brand new phones, I might go get one this week

Yeah you just do a shift + restore to 1.1.1 and jailbreak your way up. The phone portion of the phone won't work until you get back to 1.1.3. Their is a guide on hackint0sh.org that tells you how to do it. It is actually pretty easy, just time consuming.
