Download TinyUmbrella and the 3.1.3 firmware...you'll find it with a quick Google search.

Use TinyUmbrella to setup a local verification server. This will basically just tell iTunes your phone is still eligible for an older firmware version. When your ready to restore, hold "shift" on your keyboard and click "restore" then find where you saved the 3.1.3 firmware.

    Hope this helps.

Is there anyway to store the SHSH that cydia has locally? Is TinyUmbrella connecting to cydias server to get my SHSH? What will happen after i restore my device do i loose the SHSH that cydia had?

    Thanks for the help.

I did but can only get it for 4.01 now that's why i was wondering if i could get it from Cydia and then save it locally since cydia has mine for 3.1.3.

As long as you have it saved in Cydia, you should be ok. Its too late for you to grab the files via TinyUmbrella for 3.1.3 so you cant really do anything. As long as Cydia has it backed up tho, you should be just fine.
