Sounds like ya device is in recover mode. Use redsnow or tiny umberlla to kick it out.

Restore to 6.1 and wait for a jailbreak.

Sounds like you have a hardware issue. Error -1 is normally associated with a baseband error near the end of the restore. Normally with an iPhone 4 or lower you could use redsnow's recovery fix to at least boot it up (although generally it presents with a no IMEI, no wifi in this situation) however that won't work on a 4S.
My guess is your radio is shot. Especially since you said you had issues with service before it was reset.

You definitely want to do a clean restore through itunes.if you have SHSH blobs for a 5.x firmware you can stitch them with redsnow and restore normall through itunes.shift+click restore and navigate to the stitched IPSW if youre a windows/PC user.if its giving you that error with the baseband being corrupted,i would believe that a clean restore would be the only possible way to fix that.do you have any idea what baseband you had before?if its one of the older basebands, and youre not relying on an ultrasn0w unlock, thats what id suggest.if that doesnt work id call apple,if you have a warranty and let them know.

They have a 4S. Stitching and ultrasnow do not apply to a 4S.

From What Ive Read elsewhere, this is false.stitching DOES apply,if you're downgrading to a 5.x frimware from 6.x on a 4S you dont need to stitch but SHSH are necessary.and the ultrasn0w statement was just a personal rant,my mistake if i confused the OP.

A 4S cannot be downgraded from 6.X to 5.X firmware. Even if you have shsh.
