i did, but it won't work.

    cellphones should be like this:

    X XXXXXXX
    or
    +56 X XXXXXXX
    or
    +56 9 X XXXXXXX

but it somehow recognizes numbers like the first one with a 0 in the beginning but that doesn't work in our country.

    landlines should be like this:

    (0X) XXXXXXX
    or (for some cities)
    (0XX) XXXXXXX

I'm not sure why the plist that you posted won't work. The original plist that comes with the iphone is broken on our country too.

    thanks in advance

here's info on chilean phone numbers

    World Telephone Numbering Guide

Somehow, cell phones that start with 9 (+56 9 XXXXXXX) get recognized, but the ones that start with 8 (+56 8 XXXXXXX) won't.

<string>00</string> < Zeros at the beginning of an international Number
    <string>0</string> < Zeros before a local number
<integer>2</integer> < This is the length of the prefix number (denoted by x)
<integer>8</integer> < This is the length of the actual number(denoted by y)

The above array works for a number of the format as the following:

Internation Format: 00 91 xx yyyyyyyy
Local Format : 0 xx yyyyyyyy

    1) go to Setting
    2) General
    3) International
    4) Region Format
    5) Choose any country other then the US
