    the app called "USB Drive"

it creates partitions and lets you put the iphone into disk drive like removable storage.
if you have it installed and you choose "Disk mode", it wont show up in itunes or recognize it until you set it back to "Default"
if you have it installed that is, i had this problem for about 3 months and then found that out :S

guys guys guys you are all beating about the bush

the simplest reason for the iphone not to show up as a browsable folder in windows is because . . . its passcode locked - obviously it wouldnt show up as a security measure.

Just disconnect the cable, enter your passcode and reconnect the cable - thats it!

enter my pascode WHERE? Tell me where to go on iphone or computer. don't assume I now anything. thanks, OLDFATBALD

Gist of this being you dropped your iPhone into water and it turned off? And when you connect it to the charger or computer it states
Connect to iTunes? And then the apple logo keeps coming up?

Water damage is bad. Dry the device out thoroughly before trying to use it. Try the rice method (google it) or Get a moisture bag from ifixit
