Cydia tried to install a package that was part of another application I downloaded. This conflicted with another package I had installed so it failed. Now anytime I go into Cydia, it tries to install this package with anything I select. Is there a way to clear the install cache so it stops doing this?

Well, I believe this problem is solvable through the command line.
Install mobile terminal from cydia. After you've done that, open terminal.
    Type in
    su
it will ask you for the password, type in
    alpine
    after that, type in
    apt-get -f install
after it is done type in
    exit
and quit the program through the home button.
Do a lockscreen respring and then try to download something from cydia, the problem should have gone away.

That solution does not work. The package manager wants to install the DL plugin but becuase I have another type of plugin installed, it had the error. Because dTunes is still installed, it tries to resolve this check.

What I had to do was remove dtunes from the shell (using Cydia to remove it did not work). After this, I then was able to install anything without a error.

    1. Connect & ssh to your iPhone and iPod Touch
    2. Now go to /private/var/lib/apt/lists
    3. Delete all the files in /root/private/var/lib/apt/lists/ except for the partial subfolder.

Hey, you don't need to do that, neither have SSH installed. Just find the source in which your package stuck in the queue is located and remove that source. Restart cydia and you can add that source again.
It just gets stuck sometimes, when some different packages that uses similar sources try to overwrite.

I have the magical solution to all your problems, regardless of what package Cydia is trying to install. OK, so what you have to do is find the package Cydia's trying to install, find the source it says the package is from (in the page with all the info, if it's not there just read the part after "com." if you can and it's usually that), go to Manage, Sources, write down the source that the package is on that has the install issue, delete/remove that source from Cydia, install something, (what ever you want, it doesn't mater) and add the source back to Cydia. This should solve your problems, I've done this a few times on my iPhone, iPod, and a friend's iPod, it's worked every time so far.
