My phone isn't responding to being plugged into an outlet and when i plug it into my laptop i get this message.
Because a USB device was drawing too much power from your computer, one or more of you USB devices have been disabled.

sooooo, my phone has no power and plugging it in isn't doing anything. anyone have any suggestions?

and every once in a while the apple logo will pop up but nothing happens and the phone just shuts off again.

My old 2G iPhone did the exact same thing. I ended up having to get the battery replaced. Since your computer recognizes the iPhone you could try putting the iPhone in DFU mode and restoring it, might be some sort of software issue.
