I recently broke the front digitiser and LCD of my iPhone 4, fortunately the phone works perfectly but I would like to have a screen that is just as good. What can I expect from local phone repair shops?

95% of the shops you find aren't going to have OEM parts. While that doesn't mean their parts will be bad it does turn a few people away. Call around and see what grade they stock. If its an a or a+ I probably wouldn't worry about it too much. You can also order OEM parts yourself and then pay one of them to install it. I do that quite frequently with several customers.

Id be interested in getting OEMs but AFAIK isnt it impossible to get the same product that Apple use? Nonetheless how much would it cost and what are the prices like in the UK?

But yeah I just want to make use of the phone another year tops before I upgrade so Im looking for something that will still have near stock quality.

Definitely not impossible. I have several sets that I keep on hand just in case I need them. Sometimes customers request them. They are a good deal more expensive, but every once in awhile they are almost required.
