If you need a jailbreak tweak that can make an alert pop-up come up at any time while you're using your iOS device, then check out a new free jailbreak tweak called RemindMeAnywhere by iOS developers Riley Durant and Aehmlo Lxaitn.

This tweak will let you configure a custom message to appear on an alert message, and then allow you to use an Activator action to show that alert message at any time with the custom message.

Whether you want to place a special message in the alert box to remind you of something special the next time you use the Activator action, or display a test alert message so that you can test out a jailbreak tweak that modifies the style or behavior of your alert messages, RemindMeAnywhere could be of use to you.

The tweak adds a preferences pane to the Settings application where you can configure the custom text for the alert message, but you'll have to go over the Activator preferences pane to set an Activator action for RemindMeAnywhere:

It would be nice if you could customize the title of the pop-up banner, as well as the content text, because then you might actually be able to use this tweak for some kind of prank or joke. Unfortunately, the tweak only lets you customize the content text.

Overall, we see very limited use for this tweak, but if you're in need of this functionality, it's definitely available to you as of now. It's available for free in Cydia's BigBoss repository right now at no cost, which is about the right price for what you'll get to do with this tweak.
