    Ill try and explain everything as clearly as possible.
    Im in the UK

    I have an iphone 3Gs Its on 4.0.2 / BaseBand : 05.13.04

    On T-Mobile I get signal bars and the carrier name.
    When i try to make an outgoing call, the iphone immedietly states "Call Ended".

    If i try to make a call to the iphone I get the message "Calls are not currently being connected to this number"

    Ive tried turning OFF/ON : 3G, call waiting / forwarding, Airplane mode, Data Roaming .
    Ive done a fresh installtion of 3.1.2 via itunes and tried jailbreaking with redsn0w, but the result is still the same.

    Im starting to think the Baseband is corrupt, but can only find instructions to manually do it for the Iphone 3GS.

    If anyone has any suggestions etc then please let me know

    If you have SHSH for 4.0,4.0.1 or 4.0.2 then you can upgrade to a stock firmware which will update your baseband. Then rejailbreak and unlock.

    I thought there wasnt a unlock avaliable for 4.1 yet? Also how would I go about updating?

    I believe that's false on the restore baseband

    Once you upgrade the baseband it doesn't matter what firmware you go to cause all basebands are downgradable compatible, meaning the new baseband should work with any firmware available all the way back to 3.1.2 and probably further, this is probably why downgrading will not change your baseband

    Believe what you like, but it will do no harm.

    You certainly can't downgrade and it will throw an error but restoring the same baseband should work without errors.
