I have a jailbroken and unlocked iphone that was 1.1.1 out of the box and I downgraded to 1.0.2 and stayed there. It has a 3.9BL and 04.02.13_G firmware. If I upgrade or restore to factory settings and put 1.1.4 on the iphone can I then use iLiberty+ to jailbreak and unlock?

You must virginize your baseband first, a requirement for 1.0.2 iPhones that want to updrage to 1.1.4.

Then you must enter dfu mode and 'restore' (not 'update') to firmware 1.1.4/factory settings in iTunes. After this has been done open iLiberty+ and under 'Standard' chose these options: jailbreak, activate, unlock. Than click 'Go for it!' if you are on Windows (see here: http://www.iclarified.com/entry/index.php?enid=849) or 'Free my 4/8/16GB iPhone!' if you're on a Mac (see here: http://www.iclarified.com/entry/index.php?enid=847).
